Mil activistas, intelectuales y dirigentes políticos y sindicales, así como organizaciones de la República Dominicana, América Latina y el Caribe, Norteamérica y Europa, firmaron una carta abierta dirigida al presidente Luis Abinader en rechazo a las deportaciones masivas de personas haitianas y dominicanas de ascendencia haitiana en República Dominicana, en el contexto actual de crisis que enfrenta Haití.

En la misiva, que es una iniciativa del Colectivo Convite, que reúne a activistas de izquierda, escritores, artistas e intelectuales de la diáspora dominicana, los firmantes indicaron que el gobierno de Abinader ha implementado una política “represiva contra la comunidad inmigrante haitiana”, la cual viola los pactos y convenios internacionales de derechos humanos suscritos por el Estado dominicano.

De igual forma, sostuvieron que dichas actuaciones son violatorias del marco legal dominicano, suspendiendo en los hechos las garantías legales y constitucionales.

“Informes periodísticos y de organizaciones de derechos humanos reflejan que miles de personas han sido detenidas y deportadas sin debido proceso, sin derecho a la defensa, mediante detenciones arbitrarias y allanamientos sin orden judicial, en operaciones que a menudo se acompañan de abusos físicos, robos, extorsiones e incluso abusos sexuales y asesinatos”, advirtieron.

Carta abierta al presidente Luis Abinader: ¡Alto a las deportaciones ya!

Al presidente Luis Abinader,

Como escritores, académicos, artistas, activistas y personas que creen en los derechos humanos, escribimos para condenar la violencia desmesurada que su gobierno ha desatado contra los haitianos, los dominicanos de ascendencia haitiana y los dominicanos negros desde su anuncio el 2 de octubre de que deportará a 10,000 haitianos por semana.

En la fecha elegida, el 2 de octubre, se conmemoran los 87 años desde que el dictador Trujillo ordenó la masacre de más de 20.000 haitianos y dominicanos negros en las zonas fronterizas dominicanas. Está claro que están siguiendo los pasos del dictador, defendiendo los puntos de vista de los extremistas de derecha y utilizando la financiación pública para propagar el miedo y el odio. El momento de su anuncio no es una mera coincidencia, sino un acto intencional para mostrar la política del Estado dominicano de continuar con el plan del dictador de limpieza étnica contra el pueblo haitiano en suelo dominicano.

Nos dirigimos a ustedes como un colectivo de dominicanos y aliados no dominicanos que se preocupan profundamente por los derechos humanos, la libertad y la democracia para exigirles que detengan de inmediato este macabro plan de deportación y pongan en marcha un plan que proteja las libertades civiles de todas las personas que viven en suelo dominicano, incluidos los dominicanos que no están de acuerdo con usted, los dominicanos que remontan su ascendencia a Haití y los inmigrantes que actualmente sostienen nuestra economía con su mano de obra. Dicho esto, exigimos lo siguiente:

  • Poner fin a las deportaciones masivas.
  • Restablecimiento de la nacionalidad de las personas desnacionalizadas inconstitucionalmente en 2013.
  • Poner fin al estado de excepción de facto y restablecer todas las garantías constitucionales.
  • Poner fin al trabajo forzoso y respetar los derechos humanos de los trabajadores haitianos.

La deportación masiva de una comunidad marginada es una práctica condenada por el derecho internacional. Desde el 2 de octubre, siguiendo su orden, los haitianos y dominicanos de ascendencia haitiana están siendo perseguidos violentamente, las familias separadas, las casas allanadas, las comunidades aterrorizadas. El hecho de que la maquinaria estatal de deportación se centre en las mujeres embarazadas muestra hasta dónde está dispuesta a llegar la inhumanidad de su plan. No hay respeto por la vida, no hay lugar para la empatía. En un momento en que el vecino Haití se enfrenta a una de sus peores crisis políticas y catástrofes humanitarias, ustedes han optado por hacerlo más vulnerable y promover el odio y el caos. Le instamos a que detenga este plan de deportación masiva de inmediato. Le instamos a que ponga fin a este odio patrocinado por el Estado.

Aprovechamos esta oportunidad para recordar a las personas de conciencia de todo el mundo que desde que usted asumió la presidencia hace cuatro años, el Estado dominicano ha mostrado un total desprecio por las vidas haitianas, por las vidas de los dominicanos de ascendencia haitiana y por las personas negras. Han elegido aliarse con Israel y Trump en sus políticas e ideales, y con las corporaciones extractivas que profundizan aún más la dependencia dominicana de las potencias extranjeras mientras reclaman soberanía y culpan a los inmigrantes haitianos que están enriqueciendo su economía con mano de obra barata por dicha dependencia. La hipocresía del Estado dominicano no tiene límites. Sus políticas son peligrosas para la democracia.
